Dynamic development of the current Indonesian sue that curriculum must emphasize in education issues, school problems, various schools, educational personal, interest and skill of students, and community, science, and technology development. Competency-based curriculum is pressing on students’ skill. Curriculum was developed based on the elaboration of standard competence to basic skill as an affective, cognitive, and psychomotor skill.
Mathematics school characters are (1) mathematics as a search pattern and relationship activity, (2) mathematics as a creativity that need imagination, intuition and discovery, (3) mathematics as a problem solving activity, (4) mathematics as a communication. There are characters of students studying mathematics, such as: (1) students study mathematics if they have motivation, (2) students learn mathematics with their own way, (3) Students study mathematics as individual or corporate with their friends, (4) students need different context and situation.
Curriculum was designed for students so they can develop their creativity, communicate their mind with others, etc. To make it happen, we need to develop mathematics learning process which emphasize in context and application in our life. Then, material learning is material that has studied by students to get basic competence and goal of learning. Material learning is developed from standar competency with material and learning activity. Ebbutt and Straker (1995) say that mathematics materials are including:
a. facts
b. logical ability
c. algorithm ability
d. problem solving ability
e. investigation ability
How to develop syllabi in appropriate with competence-based curriculum, the steps are:
a. determine structure of mathematics knowledge
b. develop it in basic competence
c. make mathematics learning material
d. determine students’ learning activity
e. time allocation
f. reference and learning source
